The modern paradigm of«digital culture» – doctrinal and legal bases and «digital» moral and ethical standards about a person and his creativity

Abstract

The object of the research is the current  socio-cultural situation both in Russia and in the world. The problem in which A person of the XXI century, the century of technological culture,  the  century  of  modern  philosophy,  the  philosophy  of  innovative  vision  of  the  world
around us, is forced to constantly struggle with external and internal factors that manifest themselves not only in social, but also in interpersonal relationships is studied. The article focuses on the formation of a modern paradigm of " digital culture "as a doctrinal
and legal basis, which is based on" digital " moral and ethical standards about a person and his  creativity.  Periodically,  acts  are  issued  at  the  state  level  that  formalize  the  Framework within which national interests and national priorities of cultural policy are determined.
Culture has always attracted the special attention of the community of scientists of law, philosophy,  political  science,  cultural  studies,  sociology,  etc.,  for  its  uniqueness,  value  for  the spiritual and moral development of modern Russian society, and in the age of information
technology, it needs a revision of methodological approaches, a critical revision of old views on the theory and methodology of research.
The widespread use of information technologies used by cultural institutions has dramatically improved the quality of life.  Culture as a subject of  scientific research  can be represented through a set of achievements and creativity of people. Our speech is supplemented by new terms  and  unique  linguistic  constructions,  such  as"  electronic  libraries","  virtual  museums","digital archives". This is natural, since in the era of digitalization, cultural institutions are focused on the digital format, demonstrating the virtuosity of converting and replenishing
their funds with "digital" resources. Cultural "digital" resources are directly related to" digital " creativity. As a result of modern
scientific, technical and socio-economic achievements, the Coordinating Council for the im-
plementation of state national policy under the Ministry of culture of the Russian Federation creates a document within the framework of the Federal project "digital culture" of the national project "Culture", highlighting the special priority of culture in all its forms in the life of
the state, society, especially an individual as a carrier of cultural and historical code. The conducted scientific research has shown that in the age of digital technologies, it is impossible to deny cultural objects in a digital format.
